    A solar energy control system for a hot air type solar energy heating system wherein thermocouples are arranged to sense the temperature of a solar collector, a space to be heated, and a top and bottom of a heat storage unit is disclosed. Pertinent thermocouples are differentially connected together, and these are employed to effect the operation of dampers, a fan, and an auxiliary heat source. In accomplishing this, the differential outputs from the thermocouples are amplified by a single amplifier by multiplexing techniques. Additionally, the amplifier is corrected as to offset by including as one multiplex channel a common reference signal

    Governance networks: Interlocking directorships of corporate and nonprofit boards

    This study describes the interlocking networks of corporate directors serving on publicly listed corporate boards and those on the boards of nonprofit organizations in Western Australia in 2006. When this study was undertaken, the state was the beneficiary of a booming economy in resource development prior to the global financial crisis, yielding a substantial number of resource companies with their headquarters in Perth, the capital city of Western Australia. Through social network analysis using NetDraw, we trace the extent of interpersonal connections of prominent individuals who serve on these boards in this relatively isolated state in Australia. The network figures demonstrate the inner circle of companies and nonprofits with their interlocking directorships that suggest the growing interpenetration among the state, the market, and civil society. As a result of reduced government funding during the last two decades in Western Australia, nonprofit organizations have had to use market strategies to increase their revenues, which is one factor that has led to this greater interdependence between previously separate groups. Thus, market forces have blurred the boundaries that once separated private companies from nonprofit organizations, increasing the interlocking nature of their board directors

    New and emerging activities pose risks to the conservation and sustainable development of ABNJ in the absence of prior assessment, and remain a significant gap under UNCLOS. Environmental impact assessments and strategic environmental assessments are widely accepted as valuable tools for incorporating environmental and social concerns into decision making processes with respect to specific projects or activities (EIAs) or policies, plans or programmes (SEAs). The development of a new international instrument to address the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction ("international Instrument") is an opportunity to incorporate best practices for EIAs and SEAs already found under a number of multilateral and regional agreements, and apply lessons learned from their application. Importantly, the new Instrument should also provide the mechanism for the assessment of cumulative impacts of activities and climate change

    Navigating global-local tensions in accountability/autonomy policies: Comparative case studies in 'Asian' universities

    The twin policy domains of accountability and autonomy have featured in recent education reforms in many countries, signalling new relationships between governments and educational institutions. Despite different national and localised contexts, a number of common 'global' trends have been identified. However, simultaneously context-specific differences are also evident. For us, the concept of 'globalisation', when it implies policy homogenisation, is too blunt an instrument to critically analyse these major reforms. We would argue that there are still too few studies on globalisation processes grounded in detailed examinations of particular historical times and geographical spaces. Our research is located within the tensions between global commonalities and localised differences. This paper reports research on changing accountability and autonomy in higher education in three 'Asian' countries. Empirical data has been collected in the People's Republic of China, Hong Kong and Singapore in an attempt to begin to redress a 'Western' hegemony in such research. Within each national context two different types of universities became case study sites for the analysis of both commonalities and differences in accountability and autonomy policies and practices. The current paper focuses in particular on the conceptual and methodological framings of the research and presents some preliminary findings

    Are Public Housing Projects Good For Kids?

    One goal of federal housing policy is to improve the prospects of children in poor families. But little research has been conducted into the effects on children of participation in housing programs, perhaps because it is difficult to find data sets with information about both participation and interesting outcome measures. This paper combines data from several sources to provide a first look at the effects of participation in public housing projects on housing quality and on the educational attainment of children. We first use administrative data from the Department of Housing and Urban Development to impute the probability that a Census household lives in a public housing project. We find that a higher probability of living in a project is associated with poorer outcomes. We then use a two-sample instrumental variables (TSIV) technique to combine information on the probability of living in a project, obtained from the 1990 to 1995 Current Population Surveys, with information on outcomes obtained from the 1990 Census. The instrument common to both samples is an indicator equal to one if the household is entitled to a larger housing project unit because of the sex composition of the children in the household. Families entitled to a larger unit because of sex composition are 24 percent more likely to live in projects. When we control for omitted variables bias using TSIV, we find that project households are less likely to suffer from overcrowding and less likely to live in high-density complexes. Project children are also 12 to 17 percentage points less likely to have been held back in school one or more grades, although this effect is confined to boys. Thus, most families do not face a tradeoff between housing quality and child outcomes—the average project improves both.

    A photoelectric beam system for the detection of the arrival of an object at a discrete station wherein artificial light, natural light, or no light may be present is described. A signal generator turns on and off a signal light at a selected frequency. When the object in question arrives on station, ambient light is blocked by the object, and the light from the signal light is reflected onto a photoelectric sensor which has a delayed electrical output but is of the frequency of the signal light. Outputs from both the signal source and the photoelectric sensor are fed to inputs of an exclusively OR detector which provides as an output the difference between them. The difference signal is a small width pulse occurring at the frequency of the signal source. By filter means, this signal is distinguished from those responsive to sunlight, darkness, or 120 Hz artificial light. In this fashion, the presence of an object is positively established
